This one hour HOTMA Overview and Refresher webinar is designed to cut through confusion and focus exclusively on what is actually changing and what is not. Rather than re teaching long standing HUD rules, this session concentrates on the specific HOTMA driven modifications to income calculations, asset treatment, deductions, verifications, student income, interim reexaminations, and EIV processing that will directly affect day to day operations and MOR outcomes. The session is structured around HUD Notice H 2023 10 and the related Federal Register updates, with practical interpretation for Multifamily owners rather than abstract regulatory language.
Participants will gain clarity on newly expanded income exclusions, revised treatment of gifts and non recurring income, trust rules, the distinction between necessary and non necessary personal property, and the new asset limitation framework applicable to Section 8 programs. The webinar also explains revised hardship exemption requirements, medical deduction thresholds, de minimis errors, and how HUD has redefined compliance risk in several areas. Special attention is given to student income changes, interim reexamination thresholds, and the operational impact of EIV processing updates under HOTMA.
This is a high level but precise refresher meant to align leadership and frontline staff around HOTMA’s practical realities so properties can prepare policies, training, and workflows with confidence rather than guessing or over correcting.
Rhanda McKown is a seasoned affordable housing professional with over 20 years of experience in the industry. Currently, she serves as Director of Affordable Housing for a non-profit organization covering four states. She spent 15 years working for a Performance Based Contract Administrator (PBCA), where she conducted Management and Occupancy Reviews across Florida and the U.S. Virgin Islands. Rhanda has developed specialized expertise in processing Auto-OCAF rent adjustments, Special Claims, Budget-Based Rent Adjustments, and Contract Renewals. Her background in HUD funded multifamily affordable housing subsidy programs is extensive, with a specialization in properties that follow HUD Handbook 4350.3 for occupancy guidelines. In addition to her technical expertise, Rhanda has a strong track record in building and coordinating educational programs focused on affordable housing. She has also served as the Director of the Affordable Housing Study Commission for Florida, where she played a key role in understanding and reporting on affordable housing policy and statistics in the state. Rhanda’s experience also includes managing the records retention program for a state housing finance agency (HFA), where she was instrumental in developing the agency’s records retention strategy and served as a liaison for the OnBase© software system.
